Enforcing Federal Structure Through The Cabinet Decision

March 8, 2012: Talking to reporters at Damak of Jhapa district, Minister for Federal Affairs, Parliamentary Affairs and Culture Gopal Kirati has said that hopefully, the constitution would be promulgated by May 27, 2012, if not, a cabinet decision would enforce the federal structure in Nepal, ‘The Rising Nepal’ of today writes.

A constitution that fails to ensure federal structure is useless, Minister Kirati said.

Minister Kirati has said that the report of the State Restructuring Commission (SRC) is incomplete and its recommendations could serve as suggestions only nothing more; the cabinet will approve a federal model that is acceptable to all; then, the Constituent Assembly will take ultimate decision on federalism and state restructuring; the SRC was formed under the pressure of the opposition parties and report submitted by it can serve the interest of the political parties.

Minister Kirati also has said that his party is in favor of accepting federal states rather than the ethnicity-based states, as any number of states could not cover all the ethnic groups in the country. Concerning the Khas people, Minister Kirati has said that to state Khas as ‘other castes’ in the constitution is wrong, so this concept should be changed. NC and CPN-UML leaders have been deadly against the ethnic-based states.
