Unification Of CPN-UML And CPN-Maoist-center

Issue February 2018

Unification Of CPN-UML And CPN-Maoist-center

On the late Monday night, February 19, 2018, leaders of CPN-UML and CPM-Maoist Center signed a seven-point interim deal on the unification of the two communist parties after the decisive meeting of the two top leaders: KP Oli of CPN-UML and Prachanda of CPN-Maoist-Center held at the Prime Minister’s Baluwatar official residence.

On behalf of CPN-UML, Prime Minister KP Sharma Oli, senior leaders such as Jhalanath Khanal, Madhav Kumar Nepal, Vice-Chairman Bamdev Gautam and General Secretary Ishwar Pokharel, and on behalf of CPN-Maoist-Center Prachanda and other leaders such as Narayan Kaji Shrestha and Ram Bahadur Thapa ‘Badal’ signed off the deal.

They reached an agreement on the following:

- New party will be called “Communist Party of Nepal”;

- Oli, and Prachanda will lead the new party on turns until the general convention;

- New general convention formulates a new party's political line;

- New party follows the Marxist and Leninist principles;

The deal has been on the initial step of practically merging the first and third largest political parties after the federal and provincial elections into a single political party. This deal has been the result of the marathon meetings held between Oli and Prachanda since last October when they set up an electoral alliance committing to unite the parties later on. Consequently, the two political parties jointly won almost two-thirds majority in the federal and provincial Houses.

"Both of us will remain party chiefs and internal meetings will be chaired by turns. Other issues (pertaining to unity) will be resolved through the general convention which will be held soon," Prachanda told reporters after signing the agreement at the prime minister's official residence at Baluwatar, according to the news on http://www.myrepublica.com/news/36643/

Concerning the power sharing, CPN-UML keeps the presidency, CPN-Maoist Center vice-presidency, and the Speaker of the Federal Parliament while CPN-UML the Deputy Speaker as in the past.

On Tuesday, February 20, 2018, CPN-UML and CPN-Maoist-Center set up two task forces each having 10 members: five from each party for crafting an organizational setup, interim political report and interim statute of the unified party following the seven-point agreement.

Madhav Kumar Nepal, Bhim Rawal, Subash Chandra Nembang, Pradeep Gyawali and Raghuji Panta of CPN-UML, and Narayan Kaji Shrestha, Dev Gurung, Shakti Basnet, Pampha Bhusal and Devendra Paudel of CPN-Maoist-Center are on the task force for crafting an interim political report and interim statute of the unified new party.

Ishwore Pokharel, Bishnu Paudel, Gokarna Bista, Bedu Ram Bhusal and Raghuveer Mahaseth of CPN-UML, and Ram Bahadur Thapa, Giri Raj Mani Pokharel, Barsha Man Pun, Matrika Yadav and Janardan Sharma of CPN-Maoist-Center are on the task force for crafting an organizational setup.
