Madhav Government Bullying Rule Of Law

May 10, 2010: the news posted on Myrepublic.com has stated that the Madhav government has appointed six labor attachés at different diplomatic missions abroad not following the rules that say the attachés need to be selected through the internal competition from among the staffs with a good command of English and working at the Ministry of Foreign Affairs (MoFA). However, the Madhav government has appointed the six labor attachés from the Ministry of Health, Ministry of Home, Ministry of Local Development, Prime Minister’s Office and the National Planning Commission by the Cabinet decision taken on May 1, 2010.  Thus, the Cabinet decision has overridden the rule of law.

When Foreign Secretary Madan Kumar Bhattarai and Joint Secretary Durga Prasad Bhattarai drawn the attention of Minister for Labor and Transportation Mohammad Aftab Alam to the irregularity of appointing labor attachés the Minister has gone out of control and behaved roughly with the high-level civil staffs provoking the staffs of MoFA to submitting a memo to the Prime Minister and Minister of Foreign Affairs threatening them to take the issue to the streets if the government does not punish the offending minister.

About six months ago State Minister for Agriculture and Cooperatives Karima Begum of the Madhav government had slapped Chief District Office of Parsa Durga Prasad Bhandari for not providing a sleek car for her visit to the district.

Anybody assaulting someone physically is liable to the fine of Rs 10,000 and two-year imprisonment according to the law but Madam Karima Begum has been continuing her job not to mention serving in a jail or paying a fine of Rs 10,000 for assaulting the Chief District Officer thanks to Prime Minister Madhav Nepal operating above law.
