Proposal and Counter Proposal for Consensus Politics

On May 15, 2009, Caretaker Prime Minister Prachanda and his Finance Minster Dr. Baburam Bhattarai went to meet with former Prime Minister and President of Nepali Congress Girija Prasad Koirala at his private residence at Maharajgun, Kathmandu, and proposed him for forming a government of the consensus politics; Koirala in turn proposed Prachanda for supporting a government to be formed under the leadership of Communist Party of Nepal-Unified Marxist and Leninist (CPN-UML) for making it a government of the consensus politics. In addition, Prachanda requested Koirala for taking a lead in the peace process, as Koirala has been leading the peace process since the 12-piont understanding the Seven-party Alliance reached with the Maoists.
After the meeting with Koirala, speaking to the reporters, Dr. Bhattarai has said that the President has derailed the Interim Constitution, once the President puts back the Constitution on track; the problem of the suzerainty of people will be resolved.
On May 15, 2009, in the meeting of the parliamentary party of the Madheshi People’s Rights Forum (MPRF), members have heated discussion on whether to support the government to be formed by the CPN-UML or not. A group led by Foreign Minister and President of MPRF Upendra Yadav has been deadly against supporting the CPN-UML for forming a government, as the CPN-UML leaders have been against ‘One Madheshi One Province’ in the past and even now majority of the Central Committee members of the CPN-UML has opposed the CPN-UML agreeing on ‘One Madhesh One Province’ for garnering the support of the MPRF. Mr. Yadav insists on forming a government of the consensus politics. However, a faction led by Bijya Kumar Gacchadar wants to join the CPN-UML government.
The CPN-UML leaders have claimed that they have received the support of 287 members for the government to be formed by senior leader of CPN-UML Madhav Kumar Nepal, and Mr. Nepal will be able to form a government by Monday, May 18, 2009. They are still short of 14 votes for a majority in the parliament.
Some political analysts have said that the NC, CPN-UML and some fringe political parties agreeing on forming a government to be headed by Madhav Kumar Nepal twice rejected by voters in the elections for the Constituent Assembly have made the mockery of the suzerainty of people.
On May 15, 2009, Chairman of CPN-UML Jhalanath Khanal has said that he is for forming a government of the consensus politics rather than a government of a majority party.
The Maoist members of parliament have continued to block the parliamentary session demanding the President to rectify his unconstitutional act; they have said that they will stop the obstruction of the parliament only after the President corrects his mistakes and let the political parties form a new government.
