Completion of Peace Process And Constitution

February 26, 2010; speaking at the function held at Arughat Bazaar of the Gorkha district on February 24, 2010, Chairman of UCPN-Maoist Prachanda has said that only a government lead by his party holding majority seats in the legislature could complete the peace process and writing a new constitution. He has also said that the High-Level Political Mechanism (HLPM) is inching toward forming a new government. He has also said that the alternative to the government under the leadership of his party will be the people’s movement.

However, the HLPM meeting held on February 24, 2010 has ended without a deal to break the current political deadlock, as it has not been able to reach consensus on a joint motion to be submitted to the legislature for consideration. Prachanda has been using his skill in persuasion and threat to his rivals and opponents to come to his term at the HLPM. How far he will be successful remains to be seen.

The Madhav government is not surely in a position to complete the peace process and constitution writing as he has no support of the UCPN-Maoist, and is a simple majority government where as completing the peace process and writing a new constitution require two-third majority. In addition, he has appointed a defense minister that is deadly against completing the peace process.

Prachanda has descended on the Arughat Bazaar to the disappointment of local people that have built more than 20 welcome gates for receiving Prachanda. He has contributed to build Bhimodaya Higher Secondary School 33 years ago, and had served as a teacher at the school for two years. So, local people have appreciated his contribution.
