Five-member Constituency Delineation Commission

Kathmandu: The government has set up a five-member electoral Constituency Delineation Commission presided over by Kamalnarayan Dass: former Justice of the Supreme Court of Nepal for the provincial and federal parliamentary elections yesterday, the news in “gorkhapatra” of today stated. Other members of the commission are Madhav Adhikari, Dr. Biswakalayan Parajuli, and Ganeshraj Karki, and the member secretary is Bigendraraj Sharma. The Commission has 21 days to complete the task the government has entrusted.

 

The Election Commission has been saying that it would not be able to hold the provincial and federal elections if the electoral constituencies are not delineated in the time sufficient for preparation for the elections and then holding them on time. Time has running out fast; the Election Commission needs at least 120 days before actually holding the elections, according to the election commission.

 

The Constitution has made the provision for holding both the provincial and federal elections well before January 21, 2018.

 

The Constitution has made the provision for 165 constituencies for the federal legislature, and less than twice this number for the provincial legislatures. The Nepalese media had repeatedly publishing the rumor that the government had been planning to retain the 240 constituencies that had been set for the elections to the Constitutional Assemblies.

 

Countering the rumor, Prime Minister Sher Bahadur Deuba said that the number of constituencies for the federal legislature would be 165 not more, and less than twice this number for the provincial legislatures, according to the news in “gorkhapatra” on July 19, 2017.

 

The federal legislature will have 165 directly elected representatives, and 110 elected following the proportional representation means political parties will have their representation based on the number of votes they have received. Thus, the total number of representatives in the federal legislature will be 275. The federal National Assembly will have 59 elected members.
