Set The Date For Election to Constituent Assembly

Issue 20, May 19, 2013

BY KTM Metro Reporter

May 12, 2013: before departing for Brussels after completing the four-day visit to Nepal on Friday, May 10, 2013, Chairperson of the European Parliament Delegation for Relations with the Countries of South Asia, Jean Lambert urged to set the election date, and asked everyone to work in a creative way to hold the elections within November of 2013, nealnews.com writes quoting the report of the state-owned news agency RSS.

Lambert said, “holding the elections before the end of 2013 will send a strong signal to the people of Nepal and to the international community that its leaders are committed to meeting the rights and aspirations of Nepali people for a stable, prosperous and democratic Nepal.”

Lambert appreciated the efforts made by the Interim Election Council and the High-Level Political Committee on engaging those parties currently opposing to the election process to adopt a positive attitude, as it will ensure the widest possible political commitment to the elections.

Even the four-party political mechanism has not been able to agree on the number of the seats in the constituent assembly, and on the threshold of one percent or no threshold. One percent threshold means any political party securing less than one percent votes will not be represented in the constituent assembly. Previously, no threshold was adopted. So, even small parties could have their representation in the constituent assembly.

The protagonists of one percent threshold are the NC and the CPN-UML that also have been standing against the federalism and identity-based federal states.
