Perpetrators of Human Rights Violence Go Free With Impunity

December 27, 2012: Speaking at an interaction event held by the Human Rights Journalists' Association (HURJA) on the occasion of its eighth anniversary in Kathmandu today, Chairman of the National Human Rights Commission (NHRC) Kedarnath Upadhyaya has said that perpetrators of human rights violence during the conflict period have not been brought to justice, yet, according to the RSS news posted on thehimalayantimes.com.

Chairman Upadhayaya said that the government had been lethargic to implement the recommendations made by the NHRC for bringing the perpetrators to justice. "The NHRC has recommended actions against certain people but they are occupying positions in the government and in the security agencies. The institutions concerned have been directly or indirectly implicated of committing excesses, hence the reluctance in taking action," he said.

The NHRC Chairman said that although the attention of the Prime Minister has been drawn from time to time for initiating action, the process for taking actions against the criminal cases related to the political parties has not moved ahead. Instead, cases are being withdrawn one after the other, he added.

President of HURJA Chhatra Shankar Karki expressed dismay that action has not been taken against the people committing human rights violation during the conflict period. According to the government statistics, 12,686 people were killed in the country during the decade-long conflict. The Nepal Conflict Report-2012 published by the UN Office of the High Commissioner for Human Rights shows that there is widespread human rights violation in Nepal. The OHCHR published the report despite the government's request not to publish it, according to the RSS news posted on thehimalayantimes.com, and nepalnews.com.
