Senior Citizens Denied Allowances In Nepal

Issue 21, May 26, 2013

By KTM Metro Reporter

May 21, 2013: the ‘gorkhapatra’ of yesterday reported that senior citizens did not receive senior citizen allowances because the Ministry of Local Development has made a ‘Social Security Program Implementation Methods’ conflicting with the Senior Citizen Act.

Senior Citizen Act has made the provision for Nepalis reaching the 60 years of age as the senor citizens and eligible for receiving the senior citizen allowances but the Ministry of Local Development has made the provision for Nepalis needed to reach a 70 years of age to qualify for receiving the senior citizen allowance in its ‘Social Security Program Implementation Methods.’

No Ministry or anybody could make any work procedure conflicting with any Acts. So, the provision made for the age of 70 years for senior citizens in the ‘Social Security Program Implementation Methods’ are not valid. Senior citizens of 60 years of age and above should receive the senior citizen allowances without delay following the Senior Citizen Act. If the Ministry of Local Development did not pay the allowance to the eligible senior citizens, then someone needed to take the issue to the court and bring the Ministry of Local Development for formulating a work method conflicting with the Senior Citizen Act, and for not paying the senior citizen allowances to justice.
