Weird Political Events In Nepal

Kathmandu: May 27, 2017, the coalition government of NC and Maoist-Center had added 22 local units making 766 apparently to win the hearts of the Madhesi leaders. However, the newly formed Madhesi party called Rastriya Janata Party (RJP) obviously did not accept the government’s decision on adding 22 local units, as the RJP leaders declared the protest program on May 25, 2017.

 

RJP leaders wanted the passing of the bill on the amendment to the Constitution the government had registered at the parliament. If anybody were to take a look at the amendment bill s/he would find that it did not have any concrete thing that would change anything significantly. Leader of the Federal Social Forum-Nepal Upendra Yadav was simply surprised at the opposition party CPN-UML not accepting even such an amendment bill.

 

At the same time, hearing on the case filed against adding 22 new units at the local level on May 25, 2017, a bench of Justice Ishower Prasad Khatiwada and Justice Sapana Mall Pradhan issued an interim order not to enforce the decision of the government on adding 22 news units to the local level units stating it goes against the law that prohibits to change the local units when the election to the local units has been already declared. Justice Sapana Mall Pradhan was a former CPN-UML lawmaker.

 

The coalition government of NC and Maoist-Center has been apparently trying to bring the Madhesi leaders to the mainstream politics of participating in the local elections. However, the government could not meet the demands of the Madhesi leaders even though it said that it had been doing everything possible for satisfying the Madhesi leaders.

 

If we were to believe Upendra Yadav: leader of the Federal Social Forum-Nepal, the amendment bill the government had registered at the parliament had nothing that would significantly change anything in the Nepalese political life then why the CPN-UML did not want to vote for it; and why the Madhesi leaders particularly of RJP wanted to create havoc for such insignificant amendment bill.

 

The first-phase election to the local units had been successfully done without the participation of RJP. Madhesi leaders did not participate in the first-phase election because they did not have their presence in the hills where the election was held; and even if they wanted to participate they could not do so because their party RJP was a brand new one formed after the Election Commission was on the way to holding the local election. RJP was not registered at the Election commission. So, it had no election symbol.

 

In this current political backdrop, the CPN-UML has been blocking the regular proceedings of the parliament demanding to annul the decision on adding 22 new units to the local units, and to withdraw the motion to impeach the chief justice. For such evidently minor things the CPN-UML has been staking the national interest in presenting the annual budget and then passing it in the parliament, as the Constitution has the provision for submitting the budget latest on Jestha 15 means May 29.

 

Another weird thing happening is giving the highest national awards to the dead politicians. President Bidhya Bhandari’s deceased husband Madan Bhandari: the then secretary general of CPN-UML was awarded “Nepal Ratna:” highest honor. Late Madan Bhandari had been successful to make his spouse Bidhya a lawmaker, then a minister and finally the president of Federal Democratic Republic of Nepal. Not only dead Bhandari received a national award but also former Prime Ministers such as late Sushil Koirala and late Surya Bahadur Thapa received different awards. Do they really deserve the national award?
