Tenth Amendment To Calendar Of Writing A Constitution

March 10, 2010: the Constituent Assembly has unanimously passed the tenth amendment to the calendar of writing a constitution, the proposal for squeezing the time allocated for formalities such as preparing a consolidated draft of a new constitution, collecting the people’s opinion on it, preparing bill on a new constitution, publishing it in the Nepal gazette, debating on the bill and voting on it, and setting up a high-level mechanism with the representation of all 25 political parties on the Constituent Assembly for making it possible to complete the promulgation of a new constitution on May 28, 2010 according to the news on the state-run newspaper ‘Gorkhapatra’ of March 10, 2010.

The high-level mechanism of the Constituent Assembly will work on passing the remaining nine draft reports and concept papers on various subject matters of the constitution writing by consensus if possible if not by a majority votes on them at the Constituent Assembly. Then, the Constitution Assembly will send those drafts and concept papers to the Constitutional Committee for preparing a consolidated draft of a new constitution. So far, the Constituent Assembly has sent two drafts and concept papers to the Constitutional Committee.

The Constituent Assembly has also decided to appoint three constitutional experts to assist the Constitutional Committee in preparing a consolidated draft of a new constitution. This will be done in consultation with the Prime Minister and Ministry of Law.

The Constituent Assembly has also agreed on giving a month to the Constitutional Committee following its request for preparing a consolidated draft of a new constitution.

At the same time, the civil society leaders have held a rally at the gate to the building of the Constituent Assembly and staged a drama to put pressure on the Constituent Assembly members and the political leaders not to miss the deadline of May 28, 2010 for promulgating a new constitution in Nepal.
