Director General Of Internal Revenue Department Arrested

 

On June 2, 2017 about one o’clock afternoon, Commission on Investigation into Abuse of Authority (CIAA) arraigned Chudamani Sharma: Director General of Internal Revenue Department from his office on irregularities in setting the taxes, and abuse of authority. Mr. Sharma is staying under the custody of the CIAA for a week starting Saturday June 3 for investigation. He has been under investigation for a long time following the Auditor General’s report on irregularities in setting the taxes and exempting the large private companies from the tax, and following the widespread media reports on the Sharma’s corruption activities.

 

The immediate reaction has been the Ncell Company paid NPR 13.60 billion to the Internal Revenue Department on Sunday, June 4, 2017, the news in “gorkhapatra” of June 5, 2017 stated. Ncell is one of the largest companies that have been providing telecommunication services. The company has been involved in the controversy over whether the seller or buyer pays the income tax for a long time. It has been debated in the parliament, too.

 

The Auditor General’s 54th report has stated that the State-owned companies had been exempted from the tax considerably less than private companies that had been exempted from the tax up to 99 percent and even exempted from paying the VAT collected from the common folks, the news in “gorkhapatra” of June 3, 2017 stated.

 

 

Electing A New Prime Minister

 

Sunday, June 4, 2017 was the day set for electing a new prime minister but the opposition CPN-UML obstructed the regular proceedings of the parliament demanding the continuation of the counting of ballots at ward 19 of the Bharatpur Metropolitan City that had been suspended after some political cadres tore off 90 ballots. Then, the top leaders of CPN-UML urged the NC and Maoist-Center leaders to postpone the election for two days to find a way out. They are discussing how to open the regular business of the parliament the CPN-UML has been obstructing. Some political analysts said that the counting of ballots at ward 19 was not the concern of the parliament; it was the concern of the Election Commission; and it would do, as it was necessary following the prevailing laws; it has nothing to do with the parliament.

 

The Election Commission has decided to hold re-polling at ward 19 following the Election Act. However, the CPN-UML decided not to accept the decision. How the CPN-UML could decide not accepting the decision that has been done following the law, political analysts said, it would be a total anarchy if such a responsible political party as the CPN-UML did not accept the decision of the Constitutional Body such as the Election Commission.

 

At the same time, the CPN-UML advocates had filed a petition at the Supreme Court against the decision of the Election Commission on re-polling at ward 19, and demanding the continuation of the counting of the ballots at ward 19. Again political analysts said that how could the recounting of ballots be done when 90 ballots had been destroyed beyond the possibility of identifying them in whose favor those ballots have gone; so, re-polling was the only way to resolve the problem.

 

Only Sher Bahadur Deuba filed the nomination for the office of prime minister at the parliament. He has the support of 388 lawmakers out of 597. It was only a short of 10 lawmakers to make the two-thirds majority, the media report stated. He has the support of Rastriya janata Party (RJP), Federal Social Forum-Nepal, and Rastriya Prajatantra Party (RPP), the news in “gorkhapatra” stated on June 5, 2017.

 

Prime Minister Prachanda proposed the nomination of Sher Bahadur Deuba for a new prime minister, and Ram Chandra Poudel: Deuba’s rival and other leaders of smaller political parties seconded. It was the first time the outgoing prime minister proposed the nomination for the incoming prime minister in the Nepalese history.

 

RJP has not decided to participate in the second-phase local elections to be held on June 23, 2017. Some of the leaders have publicly said that RJP would participate in the elections if the establishment were to give in writing the amendment to the constitution would be done, and enforcement of the previous agreements with the government, too. However, the government has postponed the elections from June 14 to June 23 to make possible for the RJP to participate in the elections amending some laws to make RJP to register it at the election commission and have an election symbol. An amendment to the constitution requires the two-thirds majority of the lawmakers in the parliament.
