Nepal Toward Conflict Again

November 20, 2010: Nepal is heading toward a presidential rule and a state of emergency provoking conflict again. The three major political parties such as UCPN-Maoist, NC and CPN-UML have repeatedly failed in working on the consensus politics culminating to the Finance Minister not being able to present the budget for the fiscal year 2010 (2067), and to bringing the budget through the presidential ordinance risking the country at a new conflict again.

The government headed by the smartest politician Madhav Nepal clearly with the support of NC and CPN-UML has recommended the President to end the session of the parliament and then introduce the budget through the presidential ordinance. These are two clear steps toward imposing a presidential rule and then possibly a state of emergency and then dissolving the parliament to take the country to the political uncertainty. Following the recommendations of the officiating Prime Minister, in fact, Mr. President you have paved the way for the man fired by the people to be the Prime Minister indefinitely by ending the parliamentary session and turning over the power to the man despised by the people and effectively imposing your rule in the country.

The so-called ceremonial president instead of cooperating on building a consensus on breaking the current political deadlock is going to be the cause of serious conflict and is possibly turning over the power to the extremists making Nepal again the land of conflict cooperating with the regressive force on bringing the budget through ordinance. This is the second grave mistake of yours after you have abused the Interim Constitution of Nepal of 2007 for directly writing a letter to the then Chief of Staff of Army in May 2009. Mr. President you are taking Nepal to a grave political crisis.

On November 18, 2010, Federal Limbuwan State Council affiliated with Federal Democratic National Forum has submitted its demands through the nine eastern districts and the Kathmandu Valley Chief District Officers to the government calling for meeting its demands otherwise launching a decisive protest movement.

These two recent events clearly indicate that the government and the opposition are preparing for the head-on collision toward a decisive conflict.
