Common Minimum Program

On June 3, 2009, the leaders of twenty-two political parties leaving out the major party called Communist Party of Nepal-Maoist in the parliament out of the group have signed off on the four documents such as (1) Common Minimum Program, (2) Modus Operandi of Running Government, (3) Political Coordination Committee, and (4) Code of Conduct for ministers.
These four documents are supposed to govern the political leaders that have not been governable because of their characters of dishonoring the democratic norms and values in their own parties for getting the personal benefits.
