Constitution-Enforcement Schedule
The Council of Ministers has passed the Constitution-Enforcement Schedule on June 16, 2016, the news in ‘gorkhapatra’ of today stated.
Following the schedule, the government has targeted to complete the local elections, State elections, and Federal Parliamentary elections in the coming one-and-a-half years.
According to the schedule, local elections will be held in December 2016, State elections in May/June 2017, and Federal Parliamentary (House of Representatives and National Assembly) elections in October/November/December 2017.
Laws on Language Commission and on Judicial Administration will be enacted in December 2016
Language Commission and High Court will be set up in mid September 2017.
Constituency Area Demarcation Commission will be set up in mid November 2016 for demarcating the constituencies for the purposes of the State elections and Federal Parliamentary elections. The Commission will submit it report in mid February 2017.
All Constitutional Commissions as prescribed in the Constitution will be set up in December 2016.
Laws on elections to the president and the vice-president will be enacted in mid January 2017.
Speaking to the anchor of the ‘antar-sambad:’ the morning “Radio Nepal” program, former Election Commissioner Bhoj Raj Pokharel said that holding local elections in December 2016 might not be so practical, as to this end, the government had to enact the law on the local elections in mid July that might not be possible; in addition, depending on the results of the local elections, both the winning-and-losing political parties might cause delay in holding the subsequent State and Federal elections waiting for the time conducive to them for winning the elections.
So, Former Election Commissioner Pokharel proposed to hold the local elections in May/June 2017, and then the States elections and Federal Parliamentary elections together in October/November/December 2017
School-Leaving Examinations Results
The Examination Control Office has published the School Leaving Examination (SLC) on June 16, 2016, and it will be the last results, as from the next year on, such examination of the grade ten will not be held, according to the news in ‘gorkhapatra’ of today.
The results are given in grades but not leaving the marks in number, too. The grading starts at A+ and end at E. A+ = 90% of the total marks and above, then A= 80% and above but <90%, and so on, and finally E=< 20%. Nobody is declared failed. Previously, 30% of the total marks were the minimum marks required for passing the SLC examinations, 60% was the first class mark, and 80% was the distinction mark.
Anybody securing D and E in two theoretical subjects might sit for the supplementary examinations, Examination Controller Krishna Prasad Kapri said at the press conference.
Students securing only D and E will not get an admission to X grade, and will not have the opportunity to go for the higher education but the gate to the higher education is not totally closed. They can get an admission to the 18-month vocational education and then further higher education.
Following the new Education, SLC will be no more; the basic education is one to eighth grade; and from the ninth to 12th is the secondary education.
