Kathmandu: Closing the Out-patient Departments in all the hospitals across the country for the fourth day today, physicians have been protesting against the Council of Minister’s decision taken on September 18 on making the physician attending patient pay compensation on the death of a patient due to the negligence. Nepal Medical Association (NMA) is spearheading the protest.
The minister for health said that he was out of Kathmandu when the cabinet took the decision; and he did not know why the decision was taken that he did not agree on.
Prime Minister Sher Bahadur Deuba is currently in Oman for the three-day visit on the way back from New York after attending the Seventy-two UN General Assembly. He would be in the Middle East Tuesday and Wednesday. So, the NMA’s protest might continue for some days.
President of NMA complained that the State law enforcement people have not protected the physicians when a mob attacked them after the death of patient, and vandalized the hospital property.
The recent incident of a mob vandalizing at the KIST hospital in Lalitpur that the same mob that had vandalized another hospital property demanding the maximum possible for compensation for the death of a patient, was at work. Obviously, anybody could hire a mob to vandalize a hospital or manhandle a physician when a patient dies.
Any rational thinking person could ask why the State-law-enforcement officials did not punish the mob vandalizing a hospital and assaulting a physician for the public offences following the Public Offence Law. So, physicians have suspected whether the law-enforcement officials have a secrete deal with the mob apparently hired for estracting the maximum possible compensation for the death of a patient.
Some private hospitals have hired the security for dealing with the mob trying to hurt physicians and smashed up hospital buildings. It has been a self-protect security when the State did not protect the private property and physicians.
At the same time, senior orthopedic surgeon Dr Govinda KC at the Tribhuvan University Teaching Hospital went on 12th hunger strike putting forth five-point demand all of a sudden yesterday. His demands are incorporation of the recommendations of the Mathema Committee Report in the National Medical Education Bill of 2017 but the government was about to submit the bill without any changes at the legislature-parliament, running the classes at the Karnali Institute of Health Sciences, to start off work on setting up medical colleges in Doti, Dadaeldhura, Dhanusha, Mahottari and Panchthar, and to take up the demands of NRA, the news on thehimalayantimes.com stated today.
