Whom to Believe?

August 9, 2009: Before leaving Kathmandu for England, Former Prime Minister Prachanda and his two deputies such as Mohan Vaidya and Naryan Kaji Shrestha met with Prime Minister Madhav Nepal at the latter’s residence, Koteswore, Kathmandu on August 8, 2009 to sort out the problems of the unconstitutional move of the ceremonial President. Former Prime Minster Prachanda was on his way to England for providing the cadres of his party with the training.
The United-Maoist leaders asked Prime Minister Madhav Nepal to let the issue of the unconstitutional move of the ceremonial President debate in the legislature-parliament. However, Prime Minister Madhav Nepal has said that the President’s move (as it made him possible to be Prime Minister) is constitutional and so, no need for debating it in the parliament; “but you could bring a proposal for impeaching the President, then we will discuss it,” said Madhav Nepal. In turn, Prachanda said, “If you cooperate with us on this issue, surely we will bring the proposal for impeaching the President for violating the Interim Constitution of Nepal of 2007.”
Prachanda said that the peaceful protest against the unconstitutional move of the President would continue until the President corrects the violation of the Interim constitution of Nepal of 2007.
It is clear that if Madhav Nepal says yes to discuss the unconstitutional move of the president in the parliament then he will certainly lose the job; nobody wants to lose the job of so prestigious position of Prime Minister.
On August 8, 2009, Deputy Prime Minister Bijaya Gacchadar has said that the leaders of the Unified Communist Party of Nepal (UCPN-M) have been attempting to impose a communist rule in the country. He did not say what sorts of rule his government is imposing when the Army Chief has privately claimed that he has installed this government.
In Birjung, on August 8, 2009, speaking to the zonal level Muslim assembly held by the Narayani Zone Coordination Committee of Nepal Muslim Ittehad Organization, Chairman of CPN-UML Jhalanath Khanal has said that the Maoist’s threat of protest movement in the current context is illogical and irrelevant; placing emphasis on the need for the consensus politics, he has said that his party is ready to make any sort of contribution to this end. However, his party and he have already contributed to the violation of the Interim Constitution of Nepal of 2007 by the ceremonial President and then make defeated politicians the Prime Minister and ministers while surrendering his rights to be a Prime Minister to Madhav Nepal. He also has said that currently Nepal is consolidating the democracy but his colleagues and he have been practicing the most undemocratic means at their disposal to grab the power.
Finance Minister Surendra Pandey has said that the Maoists should work together with all the political parties for the consensus politics and cooperate with the government abandoning the protest movement and the demand for debating the President’s move, as the Army Chief is going on leave on August 10. The Finance Minister’s statement is more childish than statesmanship like.
Minister of State for Home Rizwan Ansari has said that his ministry has brought the special security plan on running the government following the rule of law and doing away with impunity. However, his police have failed in arresting his party cadre who shot the Nepali Congress students in the heat of dispute over the civil work contract. Is it the rule of law and bringing criminals to justice?
In Pokhara, on August 7, 2009, Chairman of UCPN-Maoist Prachanda has said that his party has been and still is in favor of the consensus politics. He has accused other political parties of ending the consensus politics and forcing his party to the movement for reinstating the civilian supremacy not letting the members of the parliament to debate the unconstitutional move of the president. However, his colleagues have started off protests both in the parliament and the streets.
While in Pokhara for training the cadres of his party, Vice-chairman of UCPN-Maoist Dr. Baburam Bhattarai has said that his party would accept Prime Minister Madhav Nepal as a real Prime Minister if he has stood for the civilian supremacy. Is Madhav Nepal not a real Prime Minister now?
