Building A Consensus On A New Constitution

April 19, 2012: speaking at a press conference held in Banepa yesterday by the Revolutionary Journalists’ Association, Chairman of UCPN-Maoist Prachanda has said that a national consensus government should be formed after the promulgation of a new constitution; and has claimed the leadership of such a consensus government for his party because of its size in the parliament; Prachanda was in Banepa to provide district level cadres of his party with orientation on the current political situation and the party’s policies, ‘The Rising Nepal’ of today writes. He also has said that his party is ready to make any sacrifice for the sake of the people, and for promulgating a new constitution with identity-based federalism: the only alternative available.

Minister for Information and Communications Raj Kishor Yadav yesterday has said that a new constitution would be promulgated within May 27 as leaders have been close to agreeing on the contentious issues of a new constitution. "The political parties are currently trying to reach an agreement on the five main contentious issues of a new constitution such as electoral system, judiciary system, forms of governance, state restructuring and citizenship issues," ‘The Rising Nepal’ of today quotes the minister as saying while addressing a workshop on the topic ‘Role of Media in Constitution Writing and felicitation program held in Kathmandu. "The people who have been waiting for consensus among the parties on federalism, election system, forms of governance for the past few years will hear what they are expecting, soon," he said.

At a regular meeting with Prime Minister Dr. Baburam Bhattarai, President Dr. Ram Baran Yadav has congratulated the prime minister on moving the peace process forward, and hoped that the political parties would form a national consensus government for smoothly promulgating a new constitution on time.

The government has decided to register a bill on amendment to the Article 70 of the Interim Constitution of Nepal of 2007 in the parliament to shorten the procedure for completing a new constitution; the meeting of the Council of Ministers held today evening made this decision to pave the way for the promulgation of a new constitution within the deadline set for it, ‘The Rising Nepal’ of today writes.

At a meeting held at the Ministry of Peace and reconstruction in Singha Durbar today, UCPN-Maoist, NC and CPN-UML have agreed to incorporate the proposed two commissions such as Truth and Reconciliation Commission and Commission on Disappearance still under consideration in the parliament into one. Setting up of these commissions is the part of the peace process following the Comprehensive Peace Agreement according to the news posted on nepalnews.com on April 19, 2012.
