Constitution By A Consensus If Not By Two-thirds Majority

December 27, 2013: senior leader of NC Sher Bahadur Deuba has said that a constitution would be crafted incorporating the aspirations of all the political parties. "The constitution should be a consensus document containing the aspirations of all the parties. If (a) consensus cannot be forged, then it is likely that the constitution would have to be decided by majority votes," Deuba said addressing a colloquium held by the Free Students Union (FSU) Shankardev Campus yesterday, according to the news on ‘gorkhapatraonline.com’.
The former Prime Minister, however, said that the NC would not compromise the democratic norms and values such as periodic elections, separation of power, human rights, freedom of press and freedom of conscience etc. in the process of crafting a new constitution.
"The Nepali Congress is committed to federalism and it will not compromise with anyone on democratic principles for institutionalizing the federal democratic republic," he said, stressing the need for co-working with all parties for promulgating a new constitution within a year and building a prosperous New Nepal.
