Four-party Meeting Again

July 4, 2012: leaders of the four parties such as UCPN-Maoist, NC, CPN-UML and UDMF met at the Lazimpat residence of Chairman of UCPN-Maoist Prachanda yesterday, and started off talking again but their talks did not give any positive results, as the NC and CPN-UML wanted the government to quit whereas the UCPN-Maoist and UDMF wanted first agree on the constitution and identity-based federalism before talking about a consensus government.

After the meeting, Deputy Prime Minister holding the portfolio of Minister for Foreign Affairs Narayan Kaji Shrestha told the reporters that his party proposed the other parties to start negotiations on the new constitution from the point where they had reached an agreement on at the last hours of May 27 but the NC and CPN-UML did not show much interest in it rather wanted the formation of a national consensus government under the NC and did not want to discusss the budget and asked the ruling parties to focus on government change, according to ‘The Rising Nepal’ of today

DPM Shrestha said that the Maoist party was open to discuss both the revival of the dissolved CA or election to a new CA. "Our opinion is that fresh election is the best democratic option, and the opposition parties should take responsibility of constitutional and legal hurdles regarding the revival of the CA.," ‘The Rising Nepal of today quotes DPM Shrestha

At the same time, twenty-seven opposition parties including NC, CPN-UML and the newly formed CPN-Maoist yesterday decided to request the President for not issuing the budget for the FY 2012 through the presidential ordinance, as it is unconstitutional, according to ‘The Rising Nepal’ of today.

In a statement issued by the 27 opposition parties today, they quote ‘Interim Constitution:’ “Article 37 (2) of the Interim Constitution states that the government has executive rights but Article 43 (1) states that the government should run on the basis of political consensus and collaboration,” and stated that this constitutional provision is still more relevant at a time when there is no legislature-parliament.

CPN-UML leader Madhav Kumar Nepal today met President Ram Baran Yadav and requested him to start the process of forming a new government calling the parties to form a consensus government, and requested the president for not approving the budget to be presented by the government, mentioning that the meeting of the opposition parties had concluded that the caretaker government had no right to present the budget through the presidential ordinance, according to nepalnews.com

According to some political analysts, the opposition politicians have been mad at the prime minister for not quitting the office and have been blind to the legitimacy of anything they say and advise the president to do everything unconstitutional. So, if the president goes on listening to these almost insane politicians, soon the president himself might go insane.
