NC Avoiding Agreement To Build Consensus

September 8, 2012: spokesman for UCPN-Maoist Agni Sapkota has alleged that the NC leaders have been avoiding to build a consensus on the contentious issues concerning a new constitution even though they have been close to an agreement on the issues; they have been avoiding meetings supposed to be held daily in order to build a consensus on all issues by September 16, 2012, first by having a CWC meeting then they have gone to districts, writes myrepublica.com. Spokesman Sapkota said that the parties were close to the agreement on the 10-state federal model recommended by the State Restructuring Commission.
Addressing a rally at Harmi of Gorkha district, Chairman of UCPN-Maoist Prachanda said that the major political parties had been trying their best to build a consensus on disputed issues concerning a new constitution; he claimed that the current political stalemate would be done by mid September 2012, according to myrepublica.com.
At the same time, Head of State President Dr. Ram Baran Yadav has been holding on the Bills on Commission on Inquiry of Disappeared and Truth and Reconciliation, Education (fourth amendment) and Civil Service (third amendment), the Cabinet had sent to the Head of State on August 28, 2012 for the presidential ordinances. Prime Minister Dr. Baburam Bhattaria had questioned why the Head of State had put the presidential ordinances on hold.
