Promoting Perpetrator Of Human Right Violence To Brigadier General

October 4, 2012: by the decision of the council of ministers made today, the government has promoted ten Nepal Army officers to colonel and brigadier generals including the perpetrator of human right violence.

Among others, the government promoted Raju Basnet to brigadier general despite the strong opposition by the human rights watchdogs because Raju Basnet had commanded the Bhairabnath Battalion in 2003, when the Bhairabnath Battalion had systematically enforced disappearances, and tortured the prisoners remained in the custody at the battalion’s barracks.

National and international human rights organization and the United Nations High Commissioner for Human Rights in Geneva had strongly opposed the promotion of the army official that had involved in the serious human rights violence in Nepal.
