On March 25, 2009, the Cabinet inducted two elected members of the Constituent Assembly belonging to the Maoists party into the government. One of them is the member of the dalit community and another is of the Tharu community. Opposition political parties complained that the Maoists expanded the cabinet without consulting with other political parties. The Nepali Congress held back from joining the government.

On March 25, 2009, the government submitted its rely to the stay order issued by the Supreme Court of Nepal on not implementing the decision on not extending the term of eight retiring brigadier generals; in the reply the government stated that the government has taken the decision on not extending the term of brigadier generals following the Defense Act and the Act provides the government with the prerogative of not extending the term of retiring army personnel; in addition, previous government had not extended the term of retiring generals thus setting up precedent of it.

On March 25, 2009, talking to the reporters in his hometown Biratnager, President of Nepali Congress Girija Prasad Koirala told that all-political parties together needed to resolve the problems of shutdowns, strikes and other anarchic activities.
