Formation Of A High Level Political Mechanism

On January 8, 2010, top leaders such as Prachanda of the UCPN-Maoist, Girija Prasad Koirala of NC and Jhalanath Khanal of CPN-UML have formed a High Level Political Mechanism (HLPM) to sort out the problems of the current political deadlock caused by the unconstitutional action of the President. They have designated the senior leader and NC President Girija Prasad Koirala a coordinator of the HLPM and have agreed to gradually include the leaders of other political parties represented in the Constituent Assembly on the HLPM. They set the three objectives such as to complete the peace process, create environment conducive to promulgating a new constitution, and end the current political deadlock according to Chairman of UCPN-Maoist Prachanda.


Speaking to the reporters in Biratnagar, Chairman of UCPN-Maoist has said that the HLPM will work on ending the political deadlock meeting the demands of the UCPN-Maoist. One of the deputies of Chairmen of UCPN-Maoist Dr. Baburam Bhattarai has said that only a national government headed by the UCPN-Maoist would resolve the political deadlock.

One of the leaders of the regressive force and so-called leader of CPN-UML KP Oli has said that the formation of a HLPM is unconstitutional. Mr. Oli and some of the leaders of the NC have been deadly against forming a HLPM and ending the current political deadlock, as they dream of taking the power lost in the elections.

At the same time, in a statement released in Kathmandu, the United Nations Mission in Nepal (UNMIN) has welcomed the formation of HLPM, believing that the mechanism will resolve the current political deadlock, complete the peace process integrating and rehabilitating the Maoist combatants and writing a new constitution.

At the same time, in Biratnagar, Chairman of UCPN-Maoist Prachanda, Parliamentary leader of NC Ram Chandra Poudel, Chairman of CPN-UML Jhalanath Khanal, and Chairman of Madheshi People’s Rights Forum Upendra Yadav have signed on a memo committing to promulgate a new constitution on May 28, 2010.
