Pre-budget Discussion At Legislature-parliament

June 27, 2011: speaking at the pre-budget discussion on the principles and priorities of the Appropriation Bill at the Legislature-parliament, NC lawmakers have said that the government has deviated from the principles of the ‘mixed economy’ misinterpreting the term and consequently giving the priorities to wrong subject matters, ‘The Rising Nepal’ of today writes.

As a result, the NC leaders will not cooperate with the government in passing the budget as it is with the wrong principles and priorities. They have also termed the budget as ‘distributive’ and ‘not productive.’ So, they urged the government to focus the budget on productive investments not on consumption.

Finance Minister Bharat Mohan Adhikari has put stress on channeling the budget to the programs such as ‘one village one product’, and ‘one employment for one household’ and ‘build your village’. Certainly, these three programs by their names suggest, they are distributive.

Speaking at the discussion on the principles and priorities of the Appropriation Bill at the parliament, some UCPN-Maoist lawmakers have said that the proposed budget has failed in addressing the new political situation and have demanded to introduce revolutionary land reforms programs.

The government will submit its policies and programs at the legislature-parliament on July 3, 2011 and the annual budget for the fiscal year 2011 (2068) on July 14, 2011. The fiscal year 2010 (2067) ends on July 16.

President Ram Baran Yadav will read out the policies and programs of the government on July 3, lawmakers will discuss the policies and programs on July 5 and 6, and Prime Minister Jhalanath Khanal will answer questions of the lawmakers on July 7, Finance Minister Bharat Mohan Adhikari will present the budget for the fiscal year 2011 (2068) on July following the policies and programs of the government according to the news posted on the nepalnews.com.

House speaker Subash Nemwang has said that for the first time after the people have set up Federal Democratic Republic of Nepal, the pre-budget session has been held in the legislature-parliament; it will certainly yield positive outcome, ‘The Rising Nepal’ of today writes.
