On May 19, 2009, in the meeting with the foreign envoys in Nepal, Caretaker Prime Minister Prachanda has told them that the peace process in Nepal will continue and the current political confusion will not hamper it, as his party is committed to it; and the current political deadlock will soon end.

Talking to the anchor of the morning program called ‘Antar Sambad’ of the state-run Radio Nepal on May 20, 2009, Chairman of CPN-UML Jhalanath Khanal has said that it is true some political parties have been active in using CPN-UML as a tool for fighting against the Maoists.

Some members of the Parliament belonging to Madheshi People’s Rights Forum (MPRF) have said that the Indian Embassy in Kathmandu has offered a large sum of money (Rs 3 million) for supporting the to-be-formed joint government of NC and CPN-UML. The MPRF has already agreed on supporting the joint government but has not decided whether to join the government or not, yet.

Replying to the demand of the NC for re-verification of the Maoists’ combatants, the UNMIN has said that the agreement on the verification was to verify the Maoists’ combatants based on the identity card of the Maoists not based on whether they carry arms or not.

The Maoists want to register a ‘Resolution Motion’ on the unconstitutional step of the President directly writing a letter to the Chief of Army Staff and ordering him to stay on the job but the NC and CPN-UML refused it. The Maoists are ready to let run the parliamentary session if the NC and CPN-UML agree on a ‘Resolution Motion’ against the President.

The NC and CPN-UML leaders have been consulting the legal experts on the possibility of bypassing the parliament for forming a new government. However, the legal experts have said that there is no other way to form a government other than through the parliament.

Talking to the anchor of the morning program called ‘Samaya Prabaha’ of the state-run Radio Nepal on May 20, 2009, Narahari Acharya parliamentarian belonging to the NC has said that the government has committed a mistake in recommending Madhav Kumar Nepal defeated in two constituencies for the position of the Chairman of the Constitutional Committee; it made him eligible for the position of Prime Minister even though he has no people’s mandate for governance.

The NC has asked Narahari Acharya explanation of his article written and published in a local Nepali newspaper stating the president’s action of writing a letter to the Chief of Army Staff is beyond the constitutional provision.
