Upper Trishuli Hydel Project In Limbo

October 22, 2013: Construction of the 216 MW Upper Trishuli-1 Hydroelectricity Project has been in limbo due to the government not signing off the Project Development Agreement (PDA) despite the completion of the official requirements, the news posted on the ‘gorkhapatraonline.com’ says.

 

Nepal Water and Energy Development Company Limited (NWEDC) a consortium of three South Korean companies such as Korea South East Power Company Limited, Daelim Industrial Company Limited, and Kyeryong Construction Industrial Company Limited-International Finance Corporation (IFC) along with a Nepali partner is taking up this project. The company has already submitted all the necessary documents but the government has been taking time to make a decision on the Project Development Agreement (PDA) of the hydropower project.

 

The hydropower project is in the Rasuwa district, and it is supposed to start the construction in September this year and is to be completed by March 2019 but the government has not done anything since last six months. Secretary to the Ministry of Energy Bishwoprakash Pandit said that the government was working on it and would make a decision on it soon.

 

The donor community including the IFC has raised its serious concerns over the delays in the PDA of the project.

 

The Upper Trishuli-1 project is one of the largest private sector hydropower projects in Nepal in terms of investment. The estimated cost of the project is $550 million. The project is at 70 km northwest of Kathmandu.
