Seventh General Convention Of UCPN-Maoist

February 2, 2013: The UCPN-Maoist Thursday decided to give priority to the maximum participation of former People’s Liberation Army (PLA) combatants in its upcoming Seventh General Convention. According to the chief secretary of the party’s central office Hitraj Pandey, about 3,000 representatives would participate in the convention. The state committees would nominate 50 per cent of the total representatives while the central committee would nominate the rest from the national general convention organizing committee. The general convention would last for a week, according to the news posted on gorkhapatraonline.com of February 1, 2013.

The Seventh General Convention of the UCPN-Maoist is going to be opened at Huprachour of Hetauda in Makawanpur district on Saturday, February 2, 2013. Chairman of UCPN-Maoist Prachanda will open the Seventh General Convention at a function. Most of the participants in the General Convention will stay in the Hetauda Industrial District Estate, and closed sessions will be held thereto.

UCPN-Maoist at a meeting held on January 31 endorsed its 20-page draft statute prepared by Sonam Sathi for presenting it at the Seventh General Convention scheduled to begin in Hetauda on February 2. The 20-page statute primarily deals with the theoretical part of the party, focuses on participatory democracy, leaves out the military structure that has been part of the party for the last two decades, and includes freedom of speech, criticism and discussions, said Sathi, according to the HIMALAYAN NEWS SERVICE of January 31, 2013.

Talking to reporters at his official residence in Kathmandu this afternoon January 31‚ 2013, Vice-chairman of UCPN-Maoist Narayan Kaji Shrestha said that the upcoming Seventh General Convention of his party would reorient its ideological structure replacing “socialism through new-democracy” propounded by Chairman Mao Zedong in China with “socialism through capitalism”. Vice-chairman Shrestha said‚ “We have concluded it is not possible to achieve socialism via the model of new-democracy in the current national and global context, as society has preferred capitalism‚ so, the party has decided to change its ideological course,” according to HIMALAYAN NEWS SERVICE of January 31, 2013. “We need to maintain the communist spirit‚ but programs should be social-democratic so that we can achieve socialism via capitalism.” Vice-chairman Shrestha said that the new party line for socialism would be significant departure from the present political line that has followed the Maoist doctrine.

UCPN-Maoist has estimated the cost of holding its Seventh General Convention in Hetauda starting on Saturday at Rs 80 million. According to party sources, the exact amount of money required for the general convention has not been figured out but the estimate is between Rs 60 million to 80 million. The party had carried out a nationwide donation drive to raise fund for the general convention. The Maoists are also known to have collected money from government offices with bigger financial transactions, according to the Nepalnews.com of February 1, 2013.
