Nepali Congress Parliamentary Party

On Monday, December 01, 2008, Nepali Congress members of the parliament sat together to finalize their party’s statute but it did not happen as majority of the members disagreed with the party president Girija Prasad Koirala on it and postponed the meeting for Wednesday, December 3, 2008.

The Nepali Congress statute has the provision for the election of a parliamentary leader by majority votes; the elected leader in turn appoints his/her deputy from among other members; then, the Nepali Congress party has to endorse this appointment of the deputy.

Nepali Congress President Girija Prasad Koirala did not like the provision for requiring the endorsement of the appointment of the deputy leader by the party while majority of the members wanted it, as the second position in the parliamentary party was so important.

The parliamentary party needed to elect its leader but they accepted Girija Prasad Koirala as their leader at the last moment, and sent a letter to the Constitutional Council mentioning Girija Prasad Koirala was their parliamentary leader. The Constitutional Council has been unable to function not having the leader of the Nepali Congress parliamentary party on it.
