Integrating Two Armies One Part Of Peace Process Done

August 27, 2013: Chairman of Interim Election Council (IEC) Khil Raj Regmi yesterday provided the insignia to the 70 former Maoist combatants selected for integration after completing the officer cadets' induction basic course given by the Nepal Army, and said that one part of the peace process completed after the integration of the two armies, according to the news in ‘gorkhapatra’ of today.
The Special Committee on Army Integration has decided to provide the Maoist combatants with positions of one colonel, two Lieutenant Colonels, 13 majors, 30 captains, and 24 lieutenant Captains: altogether 70 officer positions.
"The successful translation of armed insurgency through comprehensive peace accord (CPA) in 2006 and integration of Maoist's ex-combatants into successful mainstream of the peace process is itself a matter of great moment to all Nepalese citizens," the news on ‘gorkhapatraonline.com quoted Chairman Regmi.
Regmi congratulated the graduated officers and urged them to dedicate their professionalism, skills and experiences learnt at the military academy during the last nine months for the benefit and safeguard of the nation and national integrated and territory.
Present at the function were ministers, political party leaders including Chairman of UCPN-Maoist Prachanda, and representatives of the diplomatic missions in Kathmandu.
Total number of Maoist combatants registered at several camps in 2007 was 19,602. Of them, 15,585 took voluntary retirement, 1,462 opted for the integration, and the remaining combatants did not show up at the re-verification in 2011. Out of 1,462 opted to join the Nepal Army completed 1,421 training. After completing the seven-month training, 1,351 former combatants had already joined the Nepal Army at the junior ranks.
Resident Coordinator Jamie McGoldrick congratulated the Nepalese people, all political parties, the government and the Nepal Army on completing this step, which marked the end of a historic phase of the peace process. “Today, I attended the Commissioning Parade of Officer Cadet Induction Basic Course at the Nepalese Military Academy of the Nepal Army at Kharipati, Bhaktapur," the news on ‘gorkhapatraonline.com’ quoted McGoldrick. "It marks a milestone in the Nepali peace process that began with the signing of the Comprehensive Peace Agreement in presence of the UN in November 2006”, he added.
Resident Coordinator McGoldrick urged all actors to strengthen the environment conducive to the election and to increase the momentum to implement the outstanding commitments of the Comprehensive Peace Agreement including constitution drafting and setting up of transitional justice mechanisms. “I reaffirm the continued commitment of the United Nations to cooperate closely with Nepal in support of progress in the peace process", Mr. McGoldrick said.
