Stopping Personal Secretaries Of Ministers Indulging In Irregularities

September 8, 2011: following the Nepalese media reports and complains of individuals, the Commission on Investigation into Abuse of Authority (CIAA) has written to the Chief Secretary and other secretaries to the ministries to immediately formulate and enforce moral and ethical directives to the personal secretaries of the ministers, ‘The Rising Nepal’ of today writes.

In a statement released by the CIAA yesterday, the CIAA has stated that it has made a decision on this matter on September 5, 2011 to regularize the appointment of the personal secretaries and their activities. In the investigation carried out following the media reports and public complaints, the CIAA has found that the personal secretaries of ministers have forced the corporations and committees under them for providing the personal secretariats with vehicles, equipment, manpower and fuel for vehicles.

The CIAA also has found that the personal secretaries have used the official letter pads of the ministers’ personal secretariats for taking donation and arranging foreign trips.

The most terrible thing has been that some ministers have employed a number of people as personal secretaries; ministers have made the departmental offices, state corporations and committees under them to pay for these wasteful expenses, the CIAA statement has stated. The CIAA wants to stop such irregularities in the administration.
