Taking Back 11th Amendment Bill From Parliament

November 19, 2011: the government presided over by Dr. Baburam Bhattarai has withdrawn the 11th Amendment Bill submitted to the parliament a few days ago for amending the Interim Constitution of Nepal of 2007 for making the provision for setting up an expert committee on state restructuring instead of the commission on this subject matter. Signing off the Seven-point Deal on November 01, 2011, leaders of four political parties such as UCPN-Maoist, NC, CPN-UML and UDMF have made the provision for setting up an expert committee on state restructuring.

The Vaidya group of the UCPN-Maoist has been deadly against setting up an expert committee on state restructuring but the NC has been very flexible on this matter becoming ready for either the commission or an expert committee on the state restructuring.

After finding the political leaders would not build a consensus on setting up an expert committee on state restructuring, leaders of four political parties such as UCPN-Maoist, NC, CPN-UML and UDMF signed off another Two-point Deal agreeing on revoking the clause of setting up an expert committee on state restructuring and then on setting up a commission on state restructuring following the Interim Constitution of Nepal of 2007 within three days.

Speaking at the parliament, Prime Minister Dr. Baburam Bhattarai has said that his cabinet has endorsed the two-point deal and his government would enforce the agreement to assist the commission in its work. Following the two-point agreement, the Commission on state restructuring needs to submit its report within two months.
