Current Political situation in Nepal

On July 3, 2009, the central secretariat meeting of the United Communist Party of Nepal-Maoist (UCPN-Maoist) has decided that the UCPN-Maoist members of the parliament will not allow to run the parliamentary sessions until the President corrects his unconstitutional step to overrule the decision of the then Prime Minister on firing the Chief of Army Staff Rukmangad Katuwal for not following the order of the elected government. However, the meeting has decided to let run the parliament for two sessions for passing a ‘credit bill’ but will not allow the President to enter the parliament and present the programs and policies of the government to be presented in the parliament before presenting a budget by the Finance Minister.

The UCPN-Maoist members have been charging the Nepali Congress (NC) of planning to impose a presidential rule in the country. So, they have been obstructing the Government led by the leaders of the Communist Party of Nepal-Unified Marxist and Leninist (CPN-UML) to prove that the communists do not know how to run a government and then impose a presidential rule in the country; in addition, the NC leaders have been attempting to fight against the Maoists riding on the shoulders of the CPN-UML leaders.

On July 3, 2009, speaking to the reporters in his hometown Biratngar, former Prime Minister and NC President Girija Prasad Koirala has said that if the Maoists continue to obstruct the parliamentary sessions and do not let run the government smoothly, it will bring a disaster for which the Maoists will responsible; however, he has refused to say what the ‘disaster’ means.

On July 3, 2009, in a regular meeting with the Prime Minister, the President has said to the Prime Minister that he has been worried about the lack of consensus among the political parties on running the country. So, President Ram Baran Yadav has instructed Prime Minister Madhav Nepal to work on the consensus politics.

On July 3, 2009, the state-run newspaper ‘Gorkhapatra’ has reported that disregarding the fiscal rules, Finance Minister Surendra Pandey of the CPN-UML has released Rs 6.7 million to the Morang District Development Committee 10 days before the end of this fiscal year under the pressure of the cadres of his party, and has instructed the committee to spend the money within this fiscal year in other words within 10 days.

On July 3, 2009, Prime Minister Madhav Nepal has sworn in two more ministers in presence of the President at the presidential residence in Kathmandu. The two ministers are Rajendra Mahato of Nepal Sadbhavana Party and Prembahadur Singh of Social Democratic People’s Party. Mr. Rajendra Mahato joined in the cabinet as the Minister for Commerce and supplies, his favorite ministry; Prembahadur Singh received the portfolio of Law and Justice. The total number of the cabinet has reached 32; of which 19 members are defeated in the recent elections for the Constituent Assembly-cum-parliament.
