Budget On Internet Before Finance Minister Completes Presentation

July 15, 2011: One of the lawmakers has found out that the budget for the fiscal year 2011 (2068) has been posted on the Internet while Finance Minister is still reading it out at the parliament today. Then, the Speaker has sent somebody to check it whether the budget is on the Internet or not. It is in fact on the website of the Ministry of Finance.

Then, Lawmaker Dr. Prakash Chandra Lohany has interrupted the Finance Minister and has said that the posting of the budget on Internet before the Finance Minister completes reading it out is actually the contempt of the parliament and 601 lawmakers.

The Parliamentary Party leader Ram Chandra Poudel has demanded to stop the Finance Minister from reading out the budget for the FY 2011 (2068) and asked all the Nepali Congress lawmakers to stand up protesting the reading out the budget. The Speaker has assured the Nepali Congress Parliamentary party leader Ram Chandra Poudel of setting up a parliamentary investigating committee to take a look into this budget scandal following the procedures when Mr. Poudel has continued to insist on forming a committee to investigate the Finance Minister’s irresponsible act of publishing the budget before presenting it in the parliament.

Most of the lawmakers interrupting the Finance Minister reading out the budget and forcibly talking against the publication of the budget even going beyond the honor of lawmakers have proved that the rule of law does not apply to them. One of the lawmakers has even pointed out that the lawmakers belonging to the so-called Democratic Party Nepali Congress have acted in the most undemocratic way. Some of the lawmakers have acted dishonorably today at the time of the budget presentation. The question is whether such lawmakers deserve honor.

The Speaker has handled the House today very skillfully and has let the Finance Minister Complete the reading out the budget. The Speaker has almost gone out of the control at one time but has brought himself back to normal to continue the House session.

The Finance Minister in fact the Prime Minister also have lost their legitimacy to remain in the office in view of the budget they have so dishonorably made public before presenting it to the parliament; so, these guys should immediately quit the office, lawmakers interrupting the Finance Minister reading out the budget have made the demand.
