On April 2, 2009, the state-run Radio Nepal in its morning news stated that Norway agreed to build a Polytechnic Institute in Nepal instead of a hydropower Nepal requested for; after concluding his Norway visit, Prime Minister Prachanda left Norway for Finland on April 1, 2009.
Speaking at the session of the parliament on March 31, 2009, members of the parliament belonging to the NC and CPN-UML lambasted the government for failing in enforcing the previous agreements. The CPM-UML leaders made the criminal case of killing of their cadres in Butwal a political issue whereas the NC members supported it. Thereafter, the NC members are sure to obstruct the regular session on the issue of not enforcing the previous agreements.
At the same time, the CPN-UML cadres have continued the shutdown of Butwal following the killing of their cadres causing tremendous inconvenience to the local people since March 28. They have been making the criminal case a political issue. It has been a regular practice of making any criminal case a political issue if some of the professional organizations or the political parties got killed but none bothers when an innocent person got killed. So, political parties have been reining the country for their self-interest going against the interest of the people in general.
