Controversy Over Voters’ Identity Cards

November 24, 2010: Leaders of the Madheshi Political Parties have threatened to launch a movement against the Election Commission’s decision on issuing voters’ cards based on the citizenship certificates saying millions of Madheshis have no citizenship certificates and they will be denied of the franchise. They know better why they cannot have citizenship certificates. However, the Election Commission has back tracked from issuing voters’ ID cards based on only the citizenship certificates and agreed to issue ID cards based on the certificates of residence issued by various state agencies and local governments.
On Monday, November 22, 2010, a group of lawyers such as Advocates Sarojnath Pyakurel, Rishiram Ghimire, Sadhya Bahadur Bhandari and Tara Prasad Lamichhane have filed a petition at the Supreme Court (SC) of Nepal against the decision of Election Commission (EC) on issuing voters’ ID cards even without citizenship certificates saying millions of non-Nepalis will become voters and can take high offices including of ministers, prime minister, and of president if the EC goes ahead with the new system, nepalnews.com writes.
About a week ago, Janamorcha Nepal of Chitra Bahadur KC has also filed a petition at the Supreme Court of Nepal against the EC issuing voters ID cards based on documents other than citizenship certificates.
On Sunday, November 21, Rastriya Prajatantra Party-Nepal has submitted a memorandum to Acting Chief of the Election Commission (EC) Neelkantha Upreti asking the EC to revoke its decision on issuing voters’ ID cards based on documents other than citizenship certificates saying citizenship certificates should be the only basis for issuing the voters’ ID cards, myrepublica.com reports.
