Progress In Making A New Constitution

January 28, 2011: following the decision made in the 106th meeting of the Constituent Assembly (CA) on Wednesday, January 26, 2011, the CA has sent the preliminary drafts and reports prepared by the seven thematic committees set up to prepare preliminary drafts and reports on a new constitution to the Constitutional Committee (CC) for preparing a final draft on a new constitution, ‘The Rising Nepal’ of January 27, 2011 writes.

Following the consensus of the political parties on sending the drafts and reports, the CA has forwarded the reports of thematic committees with the different views and notes suggested by the political parties and CA members. With these drafts and reports, the Constitutional Committee has something to start with for preparing a draft of a new constitution otherwise it has remained dormant.

Drafts and reports sent are of seven committees such as Committee on Determination of Base of Cultural and Social Solidarity, Committee on Fundamental Rights and Directive Principles, Committee on Determination of Structure of Legislative Body, Committee on Determination of System of Government, Committee on National Interest Preservation, Judicial Committee, and Constitutional Committee.

The reports on State Restructuring and Distribution of State Power have not been completed because the major parties have not build a consensus on the state structure, yet.
