Prime Minister For Extending Term Of CA For Six Months

November 18, 2011: Prime Minister Dr. Baburam Bhattarai has proposed to extend the term of the Constituent Assembly (CA) for six months at the meeting of the three major parties such as UCPN-Maoist, NC and CPN-UML held at the Ministry of Peace and Reconstruction yesterday.

The term of the CA expires on November 30, 2011. Nepalis had elected 601-member CA on April 10, 2008 for two years to write and promulgate a new constitution, and at the same time to act as a parliament for the time until a new parliament is elected following a new constitution.

It has been already three years and six month after the CA is elected but the CA has not been able to complete the writing of a new constitution. However, the major political parties have reached an agreement on the major portions of a new constitution but still they need to come close to the issues such as state restructuring, system of governance or administration and the election procedure.

Some political analysts have argued the two-year term of the CA and the extension of its term for one year and three months are not sufficient to complete the writing of a new constitution and then promulgating it. So, they say that the term of the CA should be extended at least for another two years rather than just six months.
