March 11, 2010: UN Under-Secretary-General for Political Affairs Lynn Pascoe has arrived Nepal on March 10 and upon arrival, he went straight from airport to the residence of ailing Nepali Congress President Girija Prasad Koirala to know his health condition and have talks about the current political situation in Nepal. Then, Mr. Pascoe has held talks with Chairman of Unified Communist Party of Nepal-Maoist (UCPN-Maoist) Prachanda, and Prime Minister Madhav Nepal.
The Madhav administration has been accusing the UNMIN of favoring the UCPN-Maoist not giving the details of the People’s Liberation Army, and has even threatened to hold back the salaries to the People’s Liberation Army. UNMIN has refused to give details of the People’s Liberation Army stating giving such details would be the violation of the UN secrecy rules.
UN has set up the UNMIN at the request of the Government of Nepal in 2007 to support the peace process, and monitor the management of arms and armed personnel of the Nepal Army and the People’s Liberation Army. Its current mandate runs until May 15, 2010.
While in Nepal, Mr. Pascoe will meet with leaders of other political parties, the Defense Minister and the Army Chief of Staff; also plans to travel to a Maoist cantonment site at Shatikhor in southern Nepal to see the UNMIN’s work in arms monitoring according to the UN News Center.
