No Compliance with Agreement

March 23, 2008: In a report, United Nations Mission in Nepal (UNMIN) said the Nepal's Maoist leadership nominating a number of rebel commanders and People's Liberation Army members as candidates for the constituent assembly election and making them actively participate in campaigning in the run up to the election in April has violated the principle stipulated in Article 6.4 of the Comprehensive Peace Agreement (CPA) that the armies of both sides will be prohibited from publicizing for or against any party and taking sides according to ‘The Hindu’ online report of March 23, 2008. A significant number of Maoist army personnel were already on leave before Maoist Chairman gave an order that no leave would be granted for PLA members except in emergencies, according to the report.

"UNMIN will be closely monitoring compliance with the order for Maoist army personnel to return to and remain within cantonments, including by observing head counts," it added. The UN body has also expressed concern over daily reports of clashes between party activists, intimidation and threats taking place during the electoral campaign. "The pattern of these incidents has raised serious questions about whether the CPN-Maoist, or significant parts of it, are willing to engage in a genuinely free and fair democratic process," the report stated.
