Dilemma Of Madhav Administration On MRP And Appointment Of Governor

February 25, 2010: the Madhav administration could not make decisions on printing of Machine Readable Passports (MRPs) and appointment of Governor of the Central bank called Nepal Rastra Bank obviously due to the conflicting interest of Madhav Nepal and his deputies in printing MRPs and appointing the persons of their choice.

Deputy Prime Minister holding the portfolio of foreign affairs Sujata Koirala has said that her ministry has cancelled all bids for printing MRPs because the Indian Government has shown interest in helping in printing MRPs. However, she has not explained why she has delayed in printing MRPs despite knowing that the government needs to issue MRPs starting on April 1, 2010.

The Central Passport Office of Ministry of Foreign Affairs has been publishing a notice in the state-run newspaper ‘Gorkhapata’ stating the government will not be able to issue MRPs starting on April 1, 2010, so calls on all citizens to make passports by March 31, 2010, and passports issued by this period will be valid until November 24, 2015 for traveling abroad.

Deputy Prime Minister Sujata Koirala has publicly complained that Prime Minister Madhav Nepal wants to appoint Yuba Raj Khatiwada to the position of the governor of Nepal Rastra Bank. So, her interest in appointing a person to the position of the governor must have conflicted with the interest of Madhav Nepal causing delay in the decision on appointing a governor.
