Squashed The Ambassadors’ Case
On Sunday, September 4, 2016, a double bench comprising Justice Gopal Parajuli and Justice Anandmohan Bhattarai of the Supreme Court of Nepal has squashed the interim order on not taking actions on nominating new ambassadors paving the way for the Prachanda government to fast track the recommendation for appointing new ambassadors, the news in ‘grokhapatra’ stated on September 5, 2016.
The Supreme Court in its verdict has stated that the ambassadorial positions are not the Constitutional positions, but those positions are to represent the executive in different countries after the hearing the parliamentary committee holds on them, and the president appoints them. So, even if the Supreme Court decides in favor of the plaintiffs, they have no guarantee of getting the positions.
On August 5, 2016, the Prachanda government had withdrawn the names of 14 recommended ambassadors out 21 the Oli government had recommended. Four of them went to the Supreme Court asking for annulling the withdrawal of their names as the Oli government had properly recommended their names for the ambassadorial positions.
Hearing on the case, a single bench of the Supreme Court of Nepal had issue an interim order in the name of the government not to take any further actions on the process of appointing ambassadors.
As elsewhere in the world, the ruling party appoints the ambassadors of its choice. The Oli government had appointed its persons but the Prachanda government did not like them and withdrew their names, and the Prachanda has already recommend the names of persons for ambassadors to India and China. Deep Kumar Upadhaya is to India and Lilamani Pokharel to China. The Oli government had recalled Upadhaya from India believing he has been involved in undermining the Oli government. Pokharel is the former Chief Secretary means secretary to the Council of Ministers.
Increased Grants To Quake Victims
The Prachanda government has increased the grant amount from NPR 200,000 to 300,000, and reduced the loan amount to 200,000 from 300,000 keeping the total amount to NPR 500,000 to each quake victim family.
The total amount of the loan the government provides the quake victims with through the commercial banks remains unchanged. The amount is NPR 2.5 millions for the urban quake victims and NPR 1.5 millions to the rural quake victims.
Most of the quake victims have been unable to build houses, as the previous Oli government during its nine-month term did actually nothing except for making one announcement after another.
If the government sincerely makes available these amounts to the quake victims, new houses might come up without delay and they will contribute to the GDP growth sharply. So, the Prachanda government needs to immediately provide the quake victims with the amounts so that people can build houses and shift from the makeshift sheds to walled houses, and economic development can move fast ahead.

Nepalese are making offerings to Lord Ganesh today evening after the moonrise. Today’s Ganesh is special in the sense he rides a lion not a rat, as the Goddess Durga lends her steed lion to Ganesh for today to ride.
The Nevah community today makes offerings to Ganesh called Chatha Ganedyo as the beginning of the long festival called Mohani popularly known as Dashain. None of the Hindu deities accepts any offering without first making offerings to Ganesh. So, today’s offerings to Lord Chatha are the first offerings before the Mohani.
In India, Hindus celebrate the 10-day Ganesh festival starting today. Thousands of clay Ganeshes is made for sale. Every community buys one and the priest invokes divine spirit in it and then makes offerings. At the end of the 10-day festival, every community takes its Ganesh so beautifully decorated and worshiped for ten days, and disposes it of in a nearby river.
