Reviving Or Electing A CA

June 10, 2012: Speaking at an interaction function held by Tamang Rastriya Mukti Morcha, Chairman of UCPN-Maoist Prachanda hinted at the possibility of reinstating the dissolved Constituent Assembly (CA) if political parties could agree on the federalism and identity-based federal provinces; however, the CA would not be reinstated until parties built a consensus on the contentious issues, ‘The Rising Nepal’ of today writes.

"The new constitution would come from the CA no matter how many elections were needed for this; the dissolution of the CA happened due to the refusal of Nepali Congress and CPN-UML to accept federalism. They have a sense of unity but find themselves bewildered while talking about the rights to indigenous, Janajati, Dalit, Workers, Muslims and Women," ‘The Rising Nepal’ of today quotes Chairman Prachanda as saying. Chairman Prachanda also charged the NC and CPN-UML with inciting communal riots taking the issue of federalism.

Speaking at the ninth convocation ceremony of B. P. Koirala Health Sciences Academy in Dharan, Prime Minister Dr. Baburam Bhattarai yesterday said that the anti-federal elements led to the dissolution of the Constituent Assembly without promulgating a new constitution; to-be-elected-on-November-22 CA would give a new constitution featuring ethnicity-based federalism, ‘The Rising Nepal’ of today writes. "I feel sorry that the dissolution of the first CA has disappointed the people," he said, but there is no doubt the next elections will surely give a new constitution to the country," ‘The Rising Nepal’ of today quotes the prime minister as saying

Speaking at a program organized by the Tamu Media Persons’ Organization in Pokhara, Standing Committee Member of UCPN-Maoist Dev Gurung yesterday said that the main political parties were responsible for the failure of the Constituent Assembly; indigenous people should lead the new government, as only they are the true federalists; he also stressed the need for the proportionate representation of the indigenous people in all organs of the state, ‘The Rising Nepal’ of today writes.

At the same time, President of NC Sushil Koirala declared the June-8 mass rally against the announcement of the fresh elections to a new CA was a success and thanked all the participants in the mass rally at the Tundikhel in Kathmandu.
