Ignoring People’s mandate

Issue 20, May 18, 2008

By KTM Reporter in Kathmandu

Asking for amending the Interim Constitution to replace the provision for the requirement of two-third majority for forming and dissolving a government with a simple majority, both the Nepali Congress (NC) and the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) are heading to disregarding the people’s mandate given by the election for a Constituent Assembly to work all political parties together to craft a new constitution and to work for the welfare of the Nepalese people.

If we take a look at the history of the behavior of these two political parties: NC and CPN-UML, they ignored the people’s mandate given by the general election held in 1994, not forming a grand coalition of the NC and the CPN-UML, rather shamelessly joined hands with the members of the former corrupt regime called Panchayat, and put the country in a political chaos and provoked the rebellion that lasted for 10 years.

Currently, they want to repeat the same history amending the Interim Constitution for replacing the two-third-majority requirement for formation and removal of a government with a simple majority. Simple majority means a comparatively small party such as Madheshi People’s Rights Forum (MPRF) can play a negative role in the current political arena, as did the then-small party such as Rastriya Prajatantra Party (RPP) joining hands with the NC at one time and with the CPN-UML at other time causing political chaos and making room for corruption and abuse of power in mid 1990s. So, the current provision made in the Interim Constitution for the two-third majority for making and breaking a government needs to keep intact and even is necessary to include in the new constitution to be crafted, as Nepalis want the political parties to work together for the benefits of the people rather than fighting for power only to steal the taxpayers’ money from the national treasury.
