Rejection Of Election-Related Ordinances Undemocratic And Unconstitutional

August 18, 2012: Head of State President Dr. Ram Baran Yadhav had refused to issue the election-related ordinances recommended by the Council of Ministers on July 17, 2012 stating these ordinances were irrelevant after the Election Commission declared that the election to a new CA could not be held in absence of a political consensus.
Speaking at a program a day after the President refused to issue the election-related two ordinances, Prime Minister’s political advisor Devendra Poudel today said that rejection of two election ordinances by President Ram Baran Yadav was "undemocratic and unconstitutional". "Turning down the ordinances presented is anything but democratic ... neither it is constitutional," Poudel said, “the environment for election is being spoiled because of the President.” "The President does not have choice other than to approve the ordinances," said he, "How can electoral laws be introduced without the ordinance?" Poudel also said that the government would again forward the same ordinances to the President's Office as per "international law" and without any changes.
