State Employees Block the Entries to Secretariat

On July 15, 2009, state employees called civil servants have blocked the three main entries to the Government Secretariat in Kathmandu parking state-owned vehicles for preventing anybody entering the offices. They have been protesting against the Finance Minister for not increasing the salaries of the civil servants in the budget for the fiscal year 2009. Home Ministry has declared this area as a forbidden area for protesting and staging rallies. However, the Home Minister could not discipline even the state-employees.

Home Minister Bhim Rawal has said that he will quit his job if he is not able to maintain law and order. So, it has been too late for the Minister to quit his job, as he has not been able to discipline even his staffs not to mention the public in general. He has been a mute spectator of the Government Secretariat coming to a complete standstill as none of the staffs could enter the Secretariat wasting time and money of the state and denying service delivery to the public.
