On January 13, 2009, leaders of the CPN-Maoist and the CPN-Unity Center Masal declared the unification of the two parties into Unified CPN-Maoist and also announced the election of Prachanda a chairman of the new party at the mass rally held at the open theater in Kathmandu. Speaking at the mass rally Prime Minister Prachanda said that if the current government was toppled the next day the people would revolt and grab the power; he also told the coalition partners that they were all in the same boat if the boat was sunk everybody would be drowned.
On January 14, 2009, Prime Minister Prachanda launched a largest literacy campaign inaugurating the national literacy campaign at a community study center at Manohar Basti in Bhaktapur to the east of capital Kathmandu with the objective of eradicating illiteracy within two years. The government is employing a large number of SLC graduates and Higher Secondary School graduates to hold literacy classes. The budget gave a top priority to the literacy program.
