Victory Of Rule Of Law Over Abuse Of Authority

April 12, 2010: the Public Accounts Committee (PAC) and the UCPN-Maoist have successfully forced the government of Madhav Nepal to terminate the contract for printing four million machine-readable passports (MRPs) at US$ 4.00 per piece awarded to the Indian government-owned company. Prime Minister Madhav Nepal and his deputy Sujata Koirala have awarded this contract to the Indian company disregarding the instructions of the PAC to follow the Public Procurement Act for awarding the contract for printing MRPs. Thus, the top law-enforcement officer such as Prime Minister Madhav Nepal has bullied the law for benefiting him from such a job of significant amount.

The UCPN-Maoist has announced the shutdown of the entire nation for protesting against the government of Madhav Nepal for awarding the contract for printing MRPs in India not following the rule of law. The cadres of the UCPN-Maoist have taken out a torchlight demonstration in Kathmandu on Sunday, April 11 in preparation for shutting down Nepal on April 12, 2010.

The government of Madhav Nepal has unceremoniously annulled the decision on awarding the contract for printing MRPs to the Indian state-owned company. This cancellation of the contract for printing MRPs in India is the victory of the PAC fighting for the rule of law over the rule of the unscrupulous ministers and their cabinet. This is also the victory of all people that have fought against the printing of MRPs in India.

The UCPN-Maoist has called off the planned shutdown of Nepal on April 12, 2010 protesting against the printing of MRPs in India after the government cancelled the contract awarded to the Indian government-owned company.
