Seven-point Peace And Constitutional Writing Deal

November 2, 2011: leaders of four political parties such as UCPN-Maoist, NC, CPN-UML and UDMF have yesterday late night reached a seven-point deal to complete the peace process and the constitutional writing.
They have agreed on integrating 6,500 of the 19,000 PLA members into a separate directorate of Nepal Army, consisting of 65 per cent of Nepal Army and 35 per cent of the PLA members, engage them in development and disaster management work, and in guarding forests and industries.
PLA members not integrated into the Nepal Army will receive the package of Rs 600,000 to 900,000 each depending on their ranks in the updated records. If they want to take cash instead of the package then retire they will receive Rs 500,000 to 800,000 depending on their rank.
Following the deal, the Maoists would return the property seized during the conflict to their rightful owners by November 23, 2011 and the concerned landowners would receive compensation for the loss incurred during this period. The Maoists also will dismantle the paramilitary structure of the YCL
Leaders of the four political parties also have agreed on setting up (1) Commission on Truth and Reconciliation and (2) Commission on Enforced Disappearances within a month.
They have agreed on enforcing all the deals they have previously reached with the government.
They will intensify the work on completing the writing of a new constitution after the peace process is completed.
On behalf of UCPN-Maoist Chairman Prachanda, of NC President Sushi Koirala, of CPN-UML Chairman Jhalanath Khanal and of UDMF Bijaya Gacchadar have signed off the seven-point deal on November 1, 2011.
The Vaidya group of the UCPN-Maoist has protested against the seven-point deal the four political parties have reached.
However, almost all political leaders and civil society leaders have welcomed the seven-point deal and have been optimistic as it would pave the way for completing the peace process and the constitution writing. In this case, the Vaidya group will be the only group that will go against the seven-point deal.
The US embassy in Kathmandu has welcomed the seven-point deal the four political parties have reached. "We encourage all those involved to move quickly to implement the agreement, and we remain committed to supporting the process as appropriate," nepalnews.com quotes the embassy’s statement.
