Policies And Programs of Government For Fiscal Year 2011

July 4, 2011: first president of Federal Democratic Republic of Nepal Dr. Ram Baran Yadav has read out polices and programs of the government of Nepal for the fiscal year 2011 (2068). The president has patiently read out the document for about one-and-a-half hours.

The president has acknowledged that the country has not been able to achieve the goal of completing the peace process and writing of a new constitution, and has said that sustainable economic progress and a lasting peace will not be possible without all the political parties working together.

The president has said that policies and programs of the government are according to the current three-year plan. However, the government has not stated the goals to achieve implementing polices and programs. So, the document looks more like a collection of various activities than a policy and program document.

The old fashion program such as setting up one village and district administration in each region as a model is included in the program. NC cadre Dr. Ram Shara Mahat has even labeled it as the panchayat era program.

‘One village one product’ is certainly a distributive program. Following this program the government will simply sprinkle the most valuable resources for the cadres of the political party in power to pick up.

The government has stated a lot of things that could be enforced or not. For example, constructing a tunnel from the Oil Depot in Thankot to Jhaple River to ease the traffic between the Nagdhunga and Naubise portion of Tribhuwan Highway will meet the fate of the fast track from Kathmandu to Hetauda and Melamchi Drinking water Project that have been never-ending projects.

Reading the document delivered by the president to the legislature-parliament, most of the people will be happy but a lot of the things mentioned in the document will not be doable in the current political situation.

The question is why the government needs to say such things. The answer might be just to keep everybody happy without doing any concrete things.
